Complaint & Blocked - How To Unblock?

I have a transactional SMTP outlook contact who is adamant he hasn’t marked as spam or blocked.

A while back one of his emails is marked as COMPLAINT on tractional Email log. Since then all of his emails are showing as « blocked - blacklisted user ».

I do not use contact lists, everything is sent via SMTP transactional API.

How can I I release the block on this contact so he can resume receiving emails?

My emails all have unsubscribe link, including one logo image and text, and no other users complaining of issues. I sent around 500-700 emails per day without issue.

Fully opt in, all contacts have to double opt in to receive the emails.
